Stellar Protocol 30: Validators Vote on November 23

The Stellar Development Foundation announced Protocol 30, dubbed "Bell," on October 20, which bundles three key changes: multiplexed contract addresses (CAP-84), quantum-safe signature verification within smart contracts (CAP-87), and millisecond timestamps for the ledger (CAP-88). Validators are set to vote on its activation on the testnet on November 3 and the mainnet on November 23, both at 17:00 UTC. While holders won't need to migrate funds, wallets and exchanges must update to support the new address format.
